Allows counties from the former Pearl River Basin Development District (as of July 1, 2017) to join the Pat Harrison Waterway District by Board of Supervisors resolution.

Requires counties to publish notice of the resolution within 10 days, and mandates a voter election if 20% of qualified electors petition for one within 45 days.

Election notice must be published in a newspaper of general circulation once weekly for 3 weeks before the election date.

Requires withdrawals from the Pat Harrison Waterway District to become effective only at the close of the fiscal year in which the withdrawing county satisfies all financial obligations to the district.

Takes effect July 1, 2018.
