Creates two new permit types for Mississippi distilleries: a "distiller's package retailer's permit" allowing on-site retail sales of sealed bottles for off-premises consumption, and a "distiller's on-premises retailer's permit" allowing sales for consumption at the distillery

Holders of a manufacturer's permit, Class 1 (distiller's and/or rectifier's) may obtain both new permit types, creating an exception to the general rule prohibiting manufacturers from having financial interests in retail operations

Sets annual privilege license taxes at $900 for the distiller's package retailer's permit and $450 for the distiller's on-premises retailer's permit, with equal amounts collected for local municipalities or counties

Prohibits sales of alcoholic beverages in containers smaller than 50 milliliters at distillery package stores, consistent with existing package retailer requirements

Effective date of July 1, 2018
