Increases Public Service Commission membership from three to five members beginning January 1, 2020, with four members elected from congressional districts and one member appointed by the Governor with Senate consent.

Changes quorum requirement from two to three members of the commission effective January 1, 2020.

Places the Public Utilities Staff under the supervision and authority of the Public Service Commission rather than as an independent entity.

Makes the Executive Director of the Public Utilities Staff subject to appointment and removal by the Public Service Commission rather than by the Governor.

Requires Public Service Commission approval for key executive director decisions including hiring staff, formulating policies, and carrying out duties related to utility regulation.
