• Creates a state lottery to be administered by the Mississippi Gaming Commission with authority to prescribe application methods, licensing guidelines, game conduct rules, and prize distribution procedures.

• Allocates lottery ticket sale proceeds as follows: 45% for prize money, a commission-determined percentage for administration costs, 4% to counties where tickets were sold, and remainder to the State General Fund.

• Requires lottery tickets to be sold only to persons 18 years or older, with tickets sold to minors as gifts to be paid to an adult family member or legal guardian.

• Amends Mississippi Code sections 67-1-71, 75-76-3, 75-76-5, and 97-33-9 through 97-33-49 to exclude state lottery operations from existing gambling prohibitions and penalties.

• Establishes an effective date of July 1, 2018 for the lottery system.
