Creates a state lottery to be administered by the Mississippi Gaming Commission with authority to prescribe game types, ticket prices, prize amounts, and conduct public drawings.

Distributes lottery proceeds as follows: 45% for prizes, reasonable percentage for commission administrative costs, 4% to counties where tickets are sold, 50% of remainder to State Highway Fund, and remaining funds to Mississippi Adequate Education Program.

Prohibits sale of lottery tickets to persons under 18 years old, with exception allowing adults to purchase tickets as gifts.

Exempts lottery tickets from sales tax and exempts authorized state lottery operations from existing state gambling prohibitions and criminal penalties.

Takes effect July 1, 2018.
