Expands dogfighting felony offense to include owning or possessing paraphernalia for dog fighting purposes, including breaking sticks, cat mills, treadmills, fighting pits, spring poles, and unprescribed veterinary supplies.

Maintains felony penalties of $1,000-$5,000 fine and/or 1-3 years imprisonment for violators under subsection (1), and $500-$5,000 fine and/or up to 1 year imprisonment for spectators present at dogfights.

Establishes criteria for courts to determine if objects constitute paraphernalia, considering prior convictions related to animal fighting, proximity to violations, intent, instructions, and descriptive materials.

Clarifies procedures for seizing dogs and property, requiring appointment of temporary custodian and allowing immediate humane euthanization of seized dogs with veterinarian or humane society certification.

Takes effect July 1, 2018.
