Requires each state agency to include a summary of Maintenance of Effort (MOE) and Memoranda of Understanding (MOU) agreements with federal agencies in annual budget request presentations to the Legislative Budget Office, effective July 1, 2018.

Mandates agencies provide detailed information about each MOE or MOU agreement including the federal agency name, program title, grant numbers, renewal status, statutory authorization, and strategic plan compliance.

Requires agencies to describe all obligations imposed by MOE or MOU agreements, including monetary matching requirements, policy changes, staffing needs, and other resource commitments both during and after federal funding ends.

Directs agencies to provide internet links to MOE or MOU agreements, or submit physical copies to the Legislative Budget Office for posting on its website for public access.

Instructs the Legislative Budget Committee to recommend by the 2019 Regular Session whether these requirements should apply to all state agencies beyond the initial scope.
