Establishes a secure internet website administered by the Secretary of State to allow eligible voters to submit voter registration applications and registered electors to update their name, address, or other voter registration information.

Requires the website to use software capable of verifying applicant information against Mississippi Department of Public Safety records, including driver's license or photo ID number, name, and date of birth.

Authorizes rejection of voter registration applications or requested changes if information does not match Department of Public Safety records or if applicant fails to meet other statutory requirements under Section 23-15-47(2)(d).

Requires the Secretary of State to forward submitted applications to the appropriate county registrar for processing and review.

Subjects individuals who attempt electronic registration or change registration information under false pretenses to penalties for false registration under Section 97-13-25.

Takes effect July 1, 2018.
