Establishes an "Early Voting Act" allowing qualified electors to vote in the registrar's office from 14 days before an election through 12:00 p.m. on the Saturday before election day.

Early voting conducted at registrar's office during weekdays 8:00 a.m. to 5:00 p.m., with extended hours (lunch period and 5:00-7:00 p.m.) during the final full week before election.

Early voters must present acceptable photo identification, sign a receipt book, and cast ballots using the same procedures as election day voting; all early votes are final and announced simultaneously with election day results.

Candidates and their representatives may be present at the registrar's office during early voting to challenge voter qualifications using the same procedures available at polling places on election day.

Revises absentee ballot eligibility categories to add trained or certified emergency response providers deployed during voting periods or declared emergencies, and requires all absentee ballots be received by 5:00 p.m. on the day before the election.
