Amends Section 47-7-3 of Mississippi Code to restrict parole eligibility for offenders convicted of felonies with enhanced penalties, except for offenses under the Uniform Controlled Substances Law.

Offenders convicted of felonies with enhanced penalties (excluding drug-related offenses) are no longer considered "nonviolent crimes" and become ineligible for parole under the nonviolent crime provisions.

Maintains existing parole eligibility for offenders convicted solely of drug possession or sale/manufacture of controlled substances under the Uniform Controlled Substances Law.

Takes effect July 1, 2018.
