Authorizes the Department of Corrections to award participation credits of up to 10 days sentence reduction for every 30 days of participation in technical violation centers.

Offenders forfeit earned credits if they cause disruptions or refuse to participate in violation center programs.

Department may transfer offenders to general prison population if they pose a safety threat to the technical violation center.

Requires violation centers to provide substance abuse services, education programs, employment training, and behavioral programs based on risk and needs assessments.

Mandates the Department of Corrections provide semiannual reports to the Oversight Task Force on violation center population, admissions, and average time served.
