Authorizes local law enforcement agencies to use wireless radio communications program funds to participate in the E-CITE program for electronic submission of citations.

Mandates all law enforcement agencies enforcing traffic laws to transition to an electronic citation system compatible with the Mississippi Highway Safety Patrol system by July 1, 2020.

Creates the E-Citation Transition and Operation Fund and transfers up to $500,000 from the Interlock Device Fund for fiscal years 2018 and 2019 to support the transition.

Requires the Mississippi Department of Public Safety Criminal History Information Center to establish a statewide unified criminal history database by January 1, 2020, to provide law enforcement and prosecutors with up-to-date prior offense information.

Takes effect May 1, 2018.
