Amends Section 31-7-13 of Mississippi Code to allow governing authorities to exempt purchases from the reverse auction requirement by adopting a resolution finding that reverse auction is not the best method for that particular item.

Reverse auction requirement previously applied to all purchases over $50,000; this exemption allows governing authorities to use alternative bidding methods upon proper resolution and documentation in official minutes.

The exemption applies only to governing authorities (not state institutions of higher learning) and requires a formal finding and determination that reverse auction would not serve the public interest for the specific purchase.

Alternative bidding methods may include sealed envelope bids, secure electronic systems, or other methods that promote open competition and have been approved by the Office of Purchasing and Travel.

Effective upon passage of the bill.
