Authorizes the Department of Finance and Administration to donate three parcels of real property (Cutrer Mansion lot, St. Elizabeth School lot, and St. Elizabeth Gymnasium lot) located in Coahoma County, Mississippi to the Board of Trustees of Coahoma Community College at no cost.

Requires Coahoma Community College to use the property for the Coahoma County Higher Education Center to provide higher education, workforce training, and continuing education opportunities to the public.

Property reverts to the Department of Finance and Administration if Coahoma Community College operates the center contrary to its stated educational purposes or abandons, sells, or transfers the property to another entity.

State of Mississippi retains all mineral rights to the conveyed property, and the Department of Finance and Administration may correct any discrepancies in property descriptions.

Coahoma Community College assumes full responsibility for management, upkeep, and maintenance of the property and any facilities or improvements constructed on the site.
