Establishes secure internet website for voter registration applications and updating voter information, with verification through Mississippi Department of Public Safety driver's license/ID records.

Creates "Preelection Day Voting Act" allowing qualified electors to vote in registrar's office from 21 days before election through 12:00 p.m. on the Saturday before election day, during weekday hours 8:00 a.m. to 5:00 p.m. (with extended hours during final week).

Requires early voters to present acceptable photo identification and sign receipt book before casting ballots in same manner as election day voting; all preelection votes are final and announced simultaneously with election day results.

Allows candidates and representatives to be present at registrar's office during early voting to challenge voter qualifications using same procedures as election day polling places.

Revises absentee ballot eligibility categories to include Mississippi citizens temporarily residing outside their county of residence and trained emergency response providers deployed during voting periods; requires all absentee ballots to be received by registrar by 5:00 p.m. on day before election.
