Amends Mississippi Code Section 19-5-105 to authorize county boards of supervisors to remove Hurricane Katrina-related slabs below the base flood elevation in residentially zoned areas as part of property cleanup authority.

Adds slabs resulting from Hurricane Katrina to the list of items that boards can remove from private property adjudicated as a menace to public health and safety, alongside weeds, rubbish, dilapidated buildings, and debris.

Maintains existing procedures requiring notice to property owners two weeks before hearing, opportunity for owner to clean property first, and ability to assess costs and penalties up to $1,500 or 50% of actual cost against the property.

Limits aggregate annual cleaning expenses to $20,000 per year or fair market value of property after cleaning, whichever is less, with reentry allowed up to six times per year for building removal and twelve times per 24 months for grass and debris removal.

Takes effect upon passage.
