Requires public utilities supplying water to obtain prior written approval from the affected sewer district before connecting water service to any dwelling, house, mobile home, residence, or business, certifying that the sewage treatment and disposal plan complies with all district, county, state, and federal requirements.

Requires public utilities supplying water to obtain prior written approval from the affected sewer district before reconnecting water service to any property with a new owner or lessee.

Mandates that public utilities supplying water immediately disconnect water service upon certification by the sewer district that the property no longer has a sewage treatment and disposal system or connection to the public sewer.

Takes effect July 1, 2018.
