Prohibits construction of new enclosures designed to contain white-tailed deer and prevent their escape, effective July 1, 2018.

Prohibits expansion of existing white-tailed deer enclosures and breeding facilities at those enclosures, effective July 1, 2018.

Requires owners of existing deer enclosures to register with the Department of Wildlife, Fisheries and Parks and provide location, acreage, and importation information.

Requires enclosure owners to comply with chronic wasting disease testing and permit department personnel to enter for testing or depopulation if disease is diagnosed within five miles or within the enclosure.

Establishes violation of this section as a Class I violation punishable under Section 49-7-141.
