Changes the requirement for owners of white-tailed deer enclosures from notifying and registering with the Department of Wildlife, Fisheries and Parks to obtaining a permit through an application process.

Requires owners to provide their name, enclosure location, acreage, whether deer have been imported into the state, and any other information required by the Commissioner.

Mandates owners comply with department testing of white-tailed deer harvested within the enclosure and allow department personnel to enter and collect tissue samples if chronic wasting disease is diagnosed within five miles.

Requires owners to allow department personnel to depopulate all white-tailed deer in the enclosure if chronic wasting disease is diagnosed within the enclosure.

Establishes violations as Class I violations punishable under Section 49-7-141, effective July 1, 2018.
