Requires the Commission on Wildlife, Fisheries and Parks to establish a mandatory harvest reporting program for white-tailed deer and turkey to collect data for wildlife conservation policy formulation.

Mandates hunters report harvested deer and turkey within 72 hours after harvest, with reporting methods including mobile applications, online systems, or other electronic methods to encourage compliance.

Exempts deer harvested on private lands under the Deer Management Assistance Program (DMAP) from the reporting requirement.

Prohibits the Mississippi Department of Wildlife, Fisheries and Parks from spending appropriated funds on a tagging program for reporting wildlife harvests.

Establishes violations of the reporting requirement as Class III violations under Section 49-7-101(1), effective March 1, 2019.
