Designates the Mississippi Department of Agriculture and Commerce as the state agency responsible for cooperating with the FDA to enforce 21 CFR Part 112 and the Produce Safety Rule Program.

Authorizes the department to accept advisory assistance, technical and laboratory support, training materials, and financial aid from the FDA in developing and administering the program.

Grants the commissioner authority to adopt rules allowing inspections of covered farms, collection of samples, and seizure or destruction of produce that violates the program requirements.

Prohibits any person from impeding or obstructing the commissioner or department inspectors in performance of their duties under this section.

Establishes civil penalties of up to $5,000 per violation, with penalties imposed following administrative hearings, and terminates the program if federal funding ends or if 21 CFR Part 112 is repealed.
