Establishes a shell recovery and replenishment program under the Commission on Marine Resources to manage, improve, enhance and replenish oysters in Mississippi waters, including replenishing shells.

Authorizes the commission to establish rules, regulations, and per-sack assessments on oyster harvests to fund the program.

Creates a special "Shell Recovery and Replenishment Program Account" within the Seafood Fund to receive and hold assessment revenues, with unexpended funds carried forward annually.

Adds enforcement provision requiring suspension of harvester licenses until violators comply with all provisions of the shell recovery and replenishment program.

Takes effect July 1, 2018.
