Authorizes the City of Waveland governing authorities to permit operation of low-speed vehicles and golf carts on residential public roads and streets above and below U.S. Highway 90.

Excludes U.S. Highway 90, Kiln-Waveland Cutoff, Highway 603 (from U.S. 90 to Maple Street), and portions of Nicholson Avenue and Waveland Avenue from low-speed vehicle and golf cart use.

Requires operators to possess a valid driver's license or temporary driver's permit and proof of financial responsibility while operating these vehicles.

Mandates registration of low-speed vehicles and golf carts with the city, with issuance of a registration decal to display on the left rear fender; registration remains valid as long as the owner retains the vehicle.

Establishes that registration fees are retained by the municipal clerk and deposited into the municipal general fund.
