Appropriates $292,941,594 in general funds to the Board of Trustees of State Institutions of Higher Learning for support, maintenance, and repairs at eight state universities for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Appropriates $916,568,615 from federal, student fees, and other special source funds for education and general operations at the same eight universities.

Allocates $12,633,000 for Ayers Settlement implementation, including $6,733,000 for Ayers-related programs at Alcorn State, Jackson State, and Mississippi Valley State universities, $5,000,000 for the Ayers Endowment Fund, and $900,000 for endowment interest.

Provides specific allocations for targeted initiatives including $500,000 for Jackson State E-Learning Center, $320,000 for Delta State E-Learning Center, $675,000 for Delta State Commercial Aviation, and $150,000 for Mississippi Governor's School for the Gifted and Talented.

Requires Board of Trustees to allocate off-campus center funding at minimum 65% of on-campus costs and mandates reporting on performance measures including undergraduate/graduate degrees awarded and STEM/health/education degrees.
