Appropriates $33,054,556 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for support of designated institutes, laboratories, and programs for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Appropriates an additional $55,276,613 from federal, student fees, and other special source funds for the same purpose during fiscal year 2019.

Allocates specified amounts from both general and special funds to 16 entities including the Supercomputer ($631,890 general funds), Gulf Coast Research Laboratory ($7,822,299 general funds), Research Institute of Pharmaceutical Sciences ($3,164,616 general funds), and other research centers and institutes.

Designates $175,000 in Gulf Coast Research Laboratory funding for Sea Grants matching and requires proportional budget reductions to this amount if the Governor orders budget cuts.

Prohibits use of appropriated funds for embryo research, deficit spending, or purposes beyond the Board's constitutional and statutory authority; requires annual reporting on non-compliance with deficit spending prohibitions.
