Appropriates $149,221,241 from the State General Fund and authorizes $1,552,346,081 from patient fees, student fees, and other special source funds for the University of Mississippi Medical Center for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Requires the Medical Center to maintain six divisions (School of Medicine, School of Dentistry, School of Nursing, School of Health Related Professions, School of Population Health, and Teaching Hospital) and provide expenditure accounting to the Legislature.

Allocates $1,800,000 for Rural Physicians' Scholarship Program, $315,000 for Rural Dentists' Scholarship Program, $4,250,000 for Cancer Institute, $595,000 for Comprehensive Tobacco Center, and $2,850,000 for the MIND Center.

Provides $1,391,750 in General Funds to the Center of Excellence at Blair E. Batson Hospital for Children for care of abused and neglected children.

Prohibits use of funds for medical services to state agencies without reimbursement and prohibits research that destroys human embryos.
