Appropriates $21,871,032.00 from the State General Fund for the Mississippi Agricultural and Forestry Experiment Station for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Authorizes $10,092,429.00 in special source funds for the station's operations during the same fiscal year.

Allocates $1,165,578.00 of special source funds from the Education Enhancement Fund derived from specific Mississippi Code sections (27-65-75 and 27-67-31).

Requires the agency to pursue performance targets including 40.12 scientist FTE years and 171 research publications in Plant Systems; 24.41 scientist FTE years and 124 publications in Animal Systems; and 46.23 scientist FTE years and 341 publications in Health/Sustainable Communities.

Prohibits general funds from replacing withdrawn federal or special source funds previously used for salaries authorized under the appropriation.
