Appropriates $28,837,182.00 from the State General Fund for the Mississippi Cooperative Extension Service for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Authorizes $14,603,305.00 in special source funds for the agency, with $975,245.00 derived from the Education Enhancement Fund.

Establishes legislative intent that the service provide programs in Agriculture, Family and Consumer Education, Natural Resources and Environment, 4-H, and Business and Community Development in each county.

Sets performance targets for fiscal year 2019 across five program areas, including educational contacts, published information items, and cost per educational contact metrics.

Prohibits use of appropriated funds to replace withdrawn federal or special funds used for authorized salaries and requires budget requests for fiscal year 2020 to use comparable format and detail as the fiscal year 2019 process.
