Appropriates $5,471,213 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for operation and maintenance of the Forest and Wildlife Research Center for fiscal year 2019 (July 1, 2018 - June 30, 2019)

Authorizes an additional $1,164,183 in expenditures from special source funds collected by or available to the Forest and Wildlife Research Center

Allocates $253,005 from the Education Enhancement Fund as part of the special source funding

Prohibits using general funds to replace withdrawn federal or special funds previously used for salaries

Requires Mississippi Industries for the Blind to receive preference in purchasing decisions when bids are equal in price, quality, and service
