Appropriates $17,029,163.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for the College of Veterinary Medicine at Mississippi State University for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Authorizes an additional $24,037,920.00 in expenditures from special source funds collected by or available for the College of Veterinary Medicine.

Allocates $140,000.00 from the Capital Expense Fund and $552,920.00 from the Education Enhancement Fund for College of Veterinary Medicine expenses.

Establishes performance targets for fiscal year 2019 including 95% of Year 4 DVM students passing NAVLE at graduation, 95% graduate employment within 12 months, $4.75 million in research grants/contracts awarded, and 27,000 animal health center cases managed.

Takes effect July 1, 2018, with preference given to Mississippi Industries for the Blind in competitive bidding and requirements that expenditures comply with state appropriation limits.
