Appropriates $6,196,043.00 from the State General Fund and $100,338,642.00 from the State Treasury to the Mississippi Community College Board for administrative expenses for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Appropriates $574,386.00 to the Commission on Proprietary School and College Registration for regulation and administration expenses.

Authorizes 52 permanent full-time positions and 9 time-limited full-time positions for the Community College Board.

Designates $50,831,802.00 for Workforce Education Program and Industrial Training, $28,000,000.00 from the Workforce Enhancement Training Fund, and $30,000,000.00 from postsecondary vocational and technical funds transferred from the Department of Education.

Provides specific allocations including $1,107,000.00 for dual enrollment in practical nursing programs, $542,459.00 for the Greenville Higher Education Center, and $37,626.00 for geospatial site licenses.
