Appropriates $7,945,384.00 from the State General Fund for Mississippi National Guard general operating expenses for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Appropriates $134,900,709.00 from special funds including Camp Shelby Timber Fund, Army National Guard Programs Fund, Camp Shelby Base Operations Fund, and Air National Guard Programs Fund for fiscal year 2019.

Authorizes 885 permanent full-time positions for the Mississippi National Guard.

Designates specific appropriations: $1,920,582.00 for Youth Challenge Program at Camp Shelby, $653,392.00 for Armed Forces Military Museum at Camp Shelby, $300,000.00 for Sonny Montgomery Center for America's Veterans at Mississippi State University, and $10,000.00 for Youth Challenge Program staff uniforms.

Prohibits use of general funds to reimburse National Guard members for training costs and requires such reimbursements to come from federal funds.
