Appropriates $152,634,400 in special funds to the Mississippi Department of Employment Security for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Authorizes 353 permanent full-time positions, 189 permanent part-time positions, 7 time-limited full-time positions, and 70 time-limited part-time positions for the department.

Allocates $33,047,000 from the Unemployment Trust Fund for One-Stop Career Center administration, unemployment compensation and employment service operations, automation, fraud reduction, and building acquisition or improvement projects.

Authorizes expenditure of up to $3,500,000 from State Workforce Investment Funds, $22,000,000 from the Mississippi Works Fund, and $150,000 specifically for Pathways2Possibilities program.

Allows escalation of special funds up to $950,474 to cover increases in health insurance costs and fees from state IT and finance departments resulting from 2018 legislative actions.
