Appropriates $489,401 from the State General Fund for the Board of Tax Appeals for fiscal year 2019 (July 1, 2018 through June 30, 2019)

Authorizes 6 permanent full-time positions for the agency

Requires the agency to ensure Personal Services funding for fiscal year 2020 does not exceed fiscal year 2019 levels unless the Legislature adds programs or positions

Prohibits use of general funds to replace withdrawn federal or special funds previously used for authorized salaries

Mandates purchasing preference for Mississippi Industries for the Blind when bids are equal in price, quality, and service
