Appropriates $5,300,464.00 from the State General Fund to the Mississippi Workers' Compensation Commission for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Authorizes 56 permanent full-time positions for the Commission with restrictions on salary escalations without approval from the Department of Finance and Administration.

Directs the Commission to contract with the private industrial sector to implement a safety education and training program.

Sets performance targets for FY2019 including resolving 850 cases at the administrative or commission level within specified timeframes (3, 6, 9, and 12 months) and achieving specific self-insurance review and medical cost containment goals.

Appropriates an additional $200,000.00 to the Second Injury Fund for payments under Mississippi Code Section 71-3-73.
