Appropriates $208,001,565.00 from the State General Fund and authorizes $377,985,021.00 from special source funds to the Department of Mental Health for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Allocates $18,951,886.00 from the Health Care Expendable Fund for specific mental health programs including Alzheimer's disease services, Medicaid matching funds, crisis centers, and community mental health physician services.

Authorizes 7,112 permanent full-time and 40 part-time positions, plus 600 time-limited full-time and 18 part-time positions for the department.

Establishes performance measurement targets for mental health services including community-based care access, crisis response teams, supported employment, and institutional care reduction goals.

Provides authority for the Department of Mental Health to transfer funds between special funds, contract for crisis intervention center operations, purchase land and construct facilities, and draw interest from client trust funds for direct care expenses.
