Appropriates $175,307,293.00 from the State Treasury to the Office of State Aid Road Construction for fiscal year 2019 (July 1, 2018 - June 30, 2019)

Authorizes 54 permanent full-time positions for the Office of State Aid Road Construction

Allocates up to $30,000,000.00 for replacement of structurally deficient bridges under the Local System Bridge Program (LSBP)

Establishes performance targets for the agency including reducing structurally deficient bridges by 3%, letting 175 projects to contract, and ensuring administrative costs do not exceed 5% of construction costs

Requires the agency to notify state legislators of project awards in their districts at least 5 days prior to public ceremonies and include legislative funding acknowledgment on all signage
