Appropriates $283,261.00 in special funds to the State Board of Funeral Services for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Authorizes 2 permanent full-time positions for the board.

Requires the agency to maintain accounting and personnel records in the same format and detail as fiscal year 2018, and submit fiscal year 2020 budget requests in comparable format.

Grants preference to Mississippi Industries for the Blind when purchasing commodities or equipment with equal bids or without competitive bidding.

Authorizes the agency to escalate special funds up to $10,767.00 for health insurance cost increases and fees from state departments resulting from 2018 legislative actions.
