Appropriates $3,034,911.00 in special funds to the Mississippi State Board of Pharmacy for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Authorizes 17 permanent full-time positions for the agency with restrictions on salary increases and personnel actions that would exceed the FY2019 appropriated level.

Establishes performance targets including issuing 100% of new licenses within 10 business days, 100% of renewals within 2 business days, and registering 99% of in-state physicians to the Prescription Monitoring Program.

Allows the Board of Pharmacy to expend available funds from any source for health insurance cost increases and fees from state departments, with authority to escalate special funds up to $57,785.00 for these purposes.

Authorizes the Board of Pharmacy to accept and expend funds from other state agencies to support the Prescription Monitoring Program.
