Appropriates $146,170.00 in special funds to the Mississippi State Board of Examiners for Licensed Professional Counselors for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Authorizes one full-time permanent position to be funded from the appropriated amounts.

Permits the agency to escalate other special funds by up to $13,556.00 to cover increases in health insurance costs and fees from the Department of Information Technology Services or Department of Finance and Administration.

Requires the agency to maintain accounting and personnel records in the same format and detail as fiscal year 2018, and to submit future budget requests in comparable format.

Requires preference be given to Mississippi Industries for the Blind when purchasing commodities or equipment with equal bids on price, quality, and service.
