Appropriates $195,150.00 in special funds to the Mississippi State Board of Veterinary Examiners for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Requires the Veterinary Examiners Board to maintain complete accounting and personnel records in the same format and level of detail as fiscal year 2018, with comparable budget requests to the Joint Legislative Budget Committee.

Directs the agency to give preference to Mississippi Industries for the Blind when two or more equal bids are received for commodities or equipment, or when purchases are made without competitive bidding.

Authorizes the agency to expend funds from any available source for health insurance cost increases and fees from the Department of Information Technology Services or Department of Finance and Administration, with escalation authority not to exceed $767.00.

Takes effect July 1, 2018.
