Appropriates $8,149,734 from the State General Fund and $441,448 from special funds to the Mississippi Gaming Commission for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Authorizes 127 permanent full-time positions for the Gaming Commission.

Designates special fund portions for law enforcement resources from forfeited property seizures and fingerprinting fee revenues, with fingerprinting fees restricted solely to Department of Public Safety fingerprint analysis.

Establishes performance targets including $2,169,380,793 in annual state riverboat gaming revenues, regulation of 28 casinos, and 68 charitable bingo halls.

Requires the Gaming Commission to maintain accounting records matching Fiscal Year 2018 format and report on performance measure achievement in the Fiscal Year 2020 budget request.
