Appropriates $353,613.00 in special funds to the State Board of Architecture and Landscape Architecture Advisory Committee for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Authorizes 2 permanent full-time positions for the agency under the appropriation.

Requires the agency to maintain accounting and personnel records in the same format and detail as fiscal year 2018, and to submit fiscal year 2020 budget requests in comparable format and detail.

Authorizes escalation of other special funds up to $13,940.00 for health insurance cost increases and fees from the Department of Information Technology Services or Department of Finance and Administration resulting from 2018 legislation.

Provides preference to Mississippi Industries for the Blind when purchasing commodities or equipment if bids are equal in price, quality, and service.
