Appropriates $596,450.00 in special funds to the Mississippi State Board of Public Accountancy for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Authorizes 5 permanent full-time positions for the agency.

Restricts Personal Services spending in FY2020 to not exceed FY2019 appropriated levels unless new programs or positions are added by the legislature.

Allows the agency to escalate special funds up to $24,508.00 to cover health insurance cost increases and fees from state departments in FY2019.

Takes effect July 1, 2018.
