Appropriates $3,990,553.00 from special funds in the State Treasury to the Mississippi State Board of Public Contractors for fiscal year 2019 (July 1, 2018 – June 30, 2019).

Authorizes 16 permanent full-time positions for the board with restrictions on salary increases and personnel actions that would exceed the Fiscal Year 2019 appropriated level.

Allocates up to $2,300,000.00 for enforcement activities, private collection services, and administrative costs related to fine collection under Section 31-3-21, Mississippi Code of 1972.

Authorizes the agency to expend additional funds up to $36,876.00 from available sources for health insurance cost increases and fees from the Department of Information Technology Services or Department of Finance and Administration.

Requires preference be given to Mississippi Industries for the Blind when purchasing commodities or equipment with equal bids and prohibits use of general funds to replace withdrawn federal or special funds.
