Appropriates $74,805.00 from the Special Fund in the State Treasury to the Mississippi Egg Marketing Board for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Requires preference be given to Mississippi Industries for the Blind when purchasing commodities or equipment if two or more bids are received with equal price, quality, and service terms.

Mandates compliance with Mississippi Code Section 27-104-25 to ensure no state agency exceeds its appropriation and holds responsible officers personally liable for violations.

Directs the State Treasurer to disburse funds upon warrants issued by the State Fiscal Officer based on requisitions from proper agency personnel.

Takes effect July 1, 2018.
