Appropriates $1,120,391.00 from the State General Fund to the Mississippi Board of Animal Health for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Authorizes an additional $879,235.00 in special source funds for the Board's expenses during the same fiscal year.

Establishes 22 permanent full-time positions and 6 time-limited full-time positions for the Board, with no part-time positions authorized.

Restricts agency use of general funds to replace withdrawn federal or special funds previously used for salaries, and prohibits personal service expenses from exceeding fiscal year 2019 levels unless new programs or positions are legislatively approved.

Allocates $20,000.00 from the Capital Expense Fund for agency use as determined by the Treasurer's Office.
