Appropriates $5,737,369.00 in special funds to the Mississippi Fair Commission for fiscal year 2019 (July 1, 2018 - June 30, 2019) to cover expenses for the Fair Commission, Livestock Coliseum, Industrial Showcase, and Trade Mart Building.

Authorizes 15 permanent full-time positions and 40 part-time positions for the agency.

Restricts operation, maintenance, and service contracts to a maximum of three years and requires compliance with Mississippi Code procurement statutes.

Grants preference to Mississippi Industries for the Blind when purchasing commodities or equipment if bids are equal in price, quality, and service.

Authorizes the Mississippi Fair Commission to enter into multiyear contracts for sign rental on commission property, with all proceeds dedicated to marketing and youth livestock show support.
