Appropriates $10,767,652.00 in special funds to the State Department of Banking and Consumer Finance for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Authorizes 86 permanent full-time positions for the department.

Restricts fiscal year 2020 personal services funding to not exceed fiscal year 2019 levels unless new programs or positions are added by the legislature.

Requires the State Personnel Board to determine projected annual costs and prohibits individual personnel actions that would increase costs or appropriations beyond established limits.

Effective July 1, 2018.
