Appropriates $2,369,391.00 from the State General Fund for the Governor's office, staff, and operation of the Governor's Mansion for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Appropriates an additional $603,039.00 from the State Treasury to the credit of the Governor's office for expenses of the Executive Department during the same fiscal year.

Authorizes 38 permanent full-time positions, 1 permanent part-time position, 7 time-limited full-time positions, and 0 time-limited part-time positions.

Requires the Executive Department to maintain complete accounting and personnel records in the same format and detail as Fiscal Year 2018, with comparable detail in future budget requests.

Grants preference in purchasing to the Mississippi Industries for the Blind when multiple bids are equal in price, quality, and service, or when purchases are made without competitive bids.
